All the markets in Tarragona are controlled by Espimsa (Passatge Cobos, 4, Tarragona 43001, Tel: 977231551) There is a waiting list.  You should also look at the websites for Salou, Vila-Seca councils etc.

Is selling allowed in squares , near the beach  or elsewhere?

I'm not sure.  The best place to ask is at the town hall in each of the areas.
